Criticizing “hero generals” was punishable by the State Duma


State Duma deputy from United Russia Sultan Khamzaev proposed introducing criminal liability for insulting the Heroes of Russia and the USSR. “I consider it necessary to work out a law on the introduction of criminal liability for publicly insulting the honor and dignity of the Heroes of the Soviet Union and Russia,” Khamzaev said. As an example, Khamzaev cited Lieutenant General and Hero of Russia Rustam Muradov.
